About the Department/Division:

Finance & Accounts Division is Headed by the Financial Advisor who is assisted by Finance & Chief Accounts Officer, Accounts Officers, Assistant Accounts Officers, Junior Accounts Officers, Junior Administrative Officers, Private Secretary, Upper Division Clerks, Lower Division Clerks, Cashiers & Office Attendants. The total sanctioned strength being 79, the men in position at present stands at 42.

Finance Division shoulders the entire responsibility of the Institute for all financial transactions.

Message from Head of the Department/Division:

Major Achievements:

Formulation of Budget in Itemized manner resulting in increased release of funds from the Ministry of Health & Family Welfare (PMSSY Division) ranging from ₹ 1.00 crore in the year 2011-12 to the level of ₹ 485.50 crore in the year 2021-22, increase of 485%.
11 number of SFC have been conducted since inception of the Institute.
Conducting base work for formulation of Pay Matrix for Faculty of AIIMS under PMSSY through organizing a Meeting at AIIMS Bhubaneswar in February 2017 where representatives of 06 AIIMS participated.
Annual Accounts & Audit thereof by the Director General of Audit (Central) has been conducted upto 2020-21 & placed in both the houses of the Parliament.
Bank Accounts have also been opened with approval of SFC as mentioned below for receipt of donations:
(a) AIIMS Bhubaneswar Donation Fund Account-Donors shall be eligible to avail 50% of tax benefit on the donated amount as per Section 80G of Income Tax Act. The fund shall be utilised for patient care, Medical Education & Research.

(b) AIIMS Bhubaneswar Endowment Fund Account -Donors shall be allowed to donate funds into this Account. Under this system, the donated amount shall be invested & the interest accrued on that shall be utilised for the purpose exclusively opted by the Donor.

(c) AIIMS Bhubaneswar Externally Funded Projects Account - PSUs, Corporate Houses can donate funds for Creation of Assets under their CSR Scheme. Accordingly, funds were released from NTPC for construction of State of the Art “Burn Unit”. And, funds were also released by M/s Petronet for construction of New Trauma Building. M/s NALCO has also donated a building for Dharamshala to provide shelter for the attendants of the patients admitted in the Hospital.
Finance Division placed the proposal in SFC for construction & made provision of funds for AIIMS Satellite Centre, Balasore which has become functional by now.
Apart from the above, as Mentor Institute, Finance Division have effectively shouldered the responsibility of financial management of AIIMS Kalyani from 2018-19 to 2020-21. Similarly, the financial management of AIIMS Guwahati is also being carried out by the Finance Division since 2019-20 till date.

Educational Qualification :

Include academics, experiences, achievements etc. Shri P.K. Sahoo is an Indian Ordnance Factories Service (IOFS) Officer. He is a Graduate in Mechanical Engineering from N.I.T Rourkela and he is also a Cost Accountant (ACMA). He has undergone training in Russia on Technology Transfer. He also lead the Indian delegation to Sochi, Russia to attend the FAO IGG of United Nations on Tea (Food and Agriculture Organisation-Inter Governmental Group).
He has rich experience in areas of Plant Maintenance, Manufacturing, Materials Management, Planning, Finance and General Administration. Prior to joining AIIMS, Bhubaneswar he worked as Deputy Chairman (CEO), of Tea Board India, an autonomous Body under Ministry of Commerce & Industry, Govt. of India. For his exemplary contribution he has been rewarded a number of times.

Major Activities:

Since inception in the year 2012 till date, the Finance & Accounts Division have come a long way & contributed to the fullest possible extent for growth of the Institute in achieving all major objectives like Patient Care, Medical Education (Under Graduate, Post Graduate & Super speciality), Nursing & Para-Medical Education. Some major activities are enumerated below:

Funding from the Ministry of Health & Family Welfare & Other Sources
1. Preparation of Itemised Budget Estimate & Revised Estimate.
2. Management of Funds from the Ministry for programs like DDAP, SAP, PM-ABHIM.
3. Management of Funds received for Patient Treatment programs like Ayushman Bharat, Rashtriya Arogya Nidhi, Rashtriya Bal Swasthya Karyakram, Biju Swasthya Kalyan Yojna & other funds like Prime Minister’s National Relief Fund, Chief Minister’s Relief Fund.
4. Management of Funds received for Research Projects from Indian Council of Medical Research (ICMR), Department of Science & Technology (DST) & Department of Biotechnology (DBT) & also Pharma Corporate Houses.
5. Management of Funds under CSR Scheme received from PSUs like NTPC, Petronet, Airport Authority of India, NALCO (in shape of Building for Dharamshala).
Financial Scrutiny & Vetting
1. Examination of all cases relating to personal claims in Salary & Non-Salary categories before approval of Competent Authority for payment of their entitlements.
2. Examination of all matters relating to procurement of goods & services under different financial rules. Also, examination of all proposals relating to Engineering. Financial vetting to all tender documents.
3. Formulation of Budget Estimates & Revised Estimates & placing before the Standing Finance Committee along with other proposals having financial implication & placing the same before the SFC through Agenda.
4. Payment of all claims invariably through PFMS.
Post Payment Activities
1. Maintenance of all accounts related records like Cash Books & related Registers, Ledgers, vouchers etc & upkeep thereof for record purpose.
2. Preparation of Annual Accounts for approval by the Governing Body.
Audit
1. Attending to Certification Audit by C&AG for issuance of Separate Audit Report (SAR) & submission of the same to the Ministry for laying before the both Houses of the Parliament.
2. Attending to the Transaction Audit by the C&AG & furnishing of compliance thereof.
